Alex Garvin & Associates also conducted a preliminary study of waterfront opportunities for New York City. The opportunity study, described in a memorandum to the client entitled  Waterfront Opportunities for New York City , identified potential investments in the waterfront that would link improvements in water quality with improved recreational opportunities and new economic development. Several of these recommendations were incorporated into Mayor Bloomberg's much lauded PlaNYC program.
